Simple 16bit I/O

This a little tiny element controller with very simple 16bit input and output on two 10 pin pinheaders. There is no protection of the I/O pins against anything and the necessary gluelogic for interfacing to eg turnouts or signals has to be build up on a seperate breadboard. Itis intended for use in all those cases, where the development of a specialized EC would be too much effort.
